Apple have disabled the capability of updating the Carrier files (via IPCC) fiels in itunes 8.2 but If you want to update your carrier files with the latest itunes 8.2 you can do it this way.
On Windows it may rename the file to .zip to just rename it back to .ipcc
Make sure itunes is not running
Mac - open a terminal and type in.. defaults write com.apple.iTunes carrier-testing -bool TRUE
Windows - open up a command shell and type in:
"%ProgramFiles%\iTunes\iTunes.exe" /setPrefInt carrier-testing 1
This should now allow you to update your iPhones IPCC file in itunes 8.2 via Shift-Update (Windows) or Command-Update (Macintosh) in itunes. Choose the IPCC File and install
A reboot (Hold Down Power and Bottom Button) will be needed after an install

Hi,
I'm a Windows user and I have installed iTunes 8.2.0.23 (not pre-release). I had to change the Windows tweak a little bit by moving the double quotes elsewhere on the command line. :-) But the tweak for iTunes 8.2 did not work for me. I still can't select (using SHIFT-Update) an ipcc file.
Reading the defaults from the command (shell) I get this as a result:
C:\Program Files\Common Files\Apple\Mobile Device Support\bin>defaults.exe read com.apple.iTunes { "carrier-testing" = 1; }
So obviously it applied the "carrier-testing" key to the value of 1 (which is TRUE)
Any further hints?

Nope . sorry...
I have BETA4 Itunes installed and I can do it... I'll check later and see what it has set for that option.. as I can update IPCC files via that version....

Ok, I'm running Windows 7 (this may be an issue but I've found it very reliable so far), Itunes 8.2 and OS3.0 on Telecom.
I closed iTunes.
Tried “%CommonProgramFiles%\Apple\Mobile Device Support\bin\defaults.exe write com.apple.iTunes carrier-testing -bool TRUE” but did not work ( received "Windows cannot find '“C:\Program'. Make sure you typed the name correctly, and then try again.")
Via the cmd prompt I navigated to the bin directory and then ran defaults.exe with the parameters stated. No errror.
Opened iTunes.
Shift-Click "Check for Update".
No option to select .ipcc - .ipsw only.
Tried typing in the name of the .ipcc file and received "The iPhone "Craig's iPhone" could not be updated. An unknown error occured. (0xE8000051)"
Closed iTunes.
From command prompt navigated to iTunes directory and ran Tunes.exe /setPrefInt carrier-testing 1
Again, no error.
Opened iTunes, shift-click "Check for Update"
This time I do have the option to select .ipcc file, but when I do so I receive the same error I received above.
I've done a bit of a search for the error message but haven't found anything particularly useful.
Any ideas??

I downloaded the Telecom XT IPCC file labelled "Windows Users" from the Unlockit home page.

Have same error here. have downloaded both windows and mac version. running windows 7 and itunes 8.2 have 3.0 firmware. can select .ipcc file .. but wil come up error decribed above.

try that and it will work

Im using windows and I got this to work but I had to run the command from the itunes folder in the cmd prompt. go to the folder c:\program files\itunes once in there type this: itunes.exe setprefint carrier-testing 1
that worked for me
